Those appeals now extend beyond the industry.
Former US president Barack Obama has called for AI safety measures, while some researchers and industry staff have urged mechanisms for an enforceable pause.
Meta's bet on scale
Meta stands out in the debate for the direction it has taken. The company has recently redirected engineering effort and capital towards large-scale AI infrastructure, including its own proprietary accelerator chips and a major multi-year spend on computing power.
It has framed safety as an internal engineering task rather than a matter for a regulatory pause.
Meta has said publicly that it delayed some internal releases to focus on security and safety controls.
Coordination versus competition
That approach reflects a wider split. On one side are advocates who want shared tools to pace development across the industry.
On the other are companies that argue competition and legal liability already give them reason to move carefully.
Zuckerberg's comments leave that governance fight unresolved. Companies, regulators and policymakers are still negotiating what rules, if any, will apply to frontier AI.
